One building, up to 25 flats, and a desk of up to 3 people.

Starter plus one flat pack is one site, 50 flats, and 3 staff. Moving from Starter to Growth keeps the homes you already have. If you later remove capacity, those homes stay; new ones wait until usage fits again.
